[Ivanova is setting up a possible 'police station', or something similar. Just something central that someone could go to if they were being targeted by one of the more violent residents. Perhaps it really did have no way of working, but as long as she was busy doing something, she's wasn't going crazy from boredom.

She paused to take a sip of her coffee.

The event has supposedly started, but I haven't noticed anything yet. Somehow, that seems ominous.
